To install a septic system for a new construction home, Clermont County Public Health must review and approve plans prior to construction. The purpose of this review process is to ensure that the system will meet the requirements of the Ohio Administrative Code and local regulations.
Septic System Permit Process for New Construction
Applicants must submit an application for septic construction along with the following information to Public Health. The application cannot be initiated without all required information.-
- Copy of the Sewage Treatment System (STS) design

- Copy of the site plan from a licensed surveyor
- The copy should be no larger than 11×17 inches and must be to scale. The plan must show the location of the septic system and have the surveyor’s signature and seal.

Subdivision Review
Subdividing property can be a confusing and time-consuming process. Clermont County Public Health’s involvement in a proposed subdivision is determined by the Clermont County Department of Community and Economic Development. They are the first agency you should contact in any subdivision proposal, and they will advise the applicant on the proper procedure for application and what specific county and or township agencies are involved.
Public Health only reviews residential lots split into unsewered areas. The purpose of this review is to ensure that each newly created parcel will accommodate adequate wastewater treatment. The benefits of this review are substantial:
- Reduce risk of disease transmission resulting from the discharge of inadequately treated sewage
- Reduce risk of purchasing a lot that cannot be developed because it will not accommodate on-site wastewater treatment
- Preserve the county’s water supply
